La comunidad del Barrio Navarro Wolf es muy diversa, de distintas procedencias, culturas, etnias, gustos y aficiones. En su mayoría son víctimas del desplazamiento forzado de todas las regiones de Colombia: Caribe, Pacífica, Andina y Oriental. El barrio reproduce una pequeña Colombia. El barrio está ubicado al costado derecho de la Autopista Internacional, vía a San Antonio, en el área metropolitana de Cúcuta, Colombia. Gracias al liderazgo de sus habitantes, ha ganado el reconocimiento como un barrio formal. The neighborhood is located on the right side of the International Highway, via San Antonio, in the metropolitan area of Cúcuta, Colombia. Thanks to the leadership of its inhabitants, it has gained recognition as a formal neighborhood.
Su desarrollo se ha visto frenado debido a que la zona geográfica en la que se implanta es considerada de alto riesgo de desastre por deslizamientos de tierra. Para muchos de sus habitantes está decisión es "política" como forma de presionar la salida de la comunidad. De hecho la condición de zona de Alto Riesgo ha cambiado a lo largo de la historia del barrio y contradice el carácter formal de barrio que se obtuvo años atrás. Sus habitantes cuentan con algunas obras de infraestructura como un colegio, una pequeña iglesia y una cancha. Estas obras fueron impulsadas por el párroco del barrio, quien fue asesinado por paramilitares. El saneamiento básico, el agua potable y la pavimentación de vías es tarea pendiente. The inhabitants have some infrastructure works such as a school, a small church and a sport court. This work was promoted by the neighborhood parish priest, who was assassinated by paramilitaries in the 1990s. Basic sanitation, potable water and paving of roads is a pending task.
El barrio fue separado con un muro (como el de Berlín) de un lujoso conjunto residencial lo que dificultó y alejó el acceso al transporte público de sus habitantes. Desde su fundación al barrio arriban cada año nuevos desplazados. Por tanto, hay un desarrollo progresivo de las viviendas, desde carpas improvisadas hasta casas "de material", es decir, ladrillo, cemento y tejas. El barrio está ubicado en colinas y tiene estrechos senderos como "andenes". Estos senderos en época de lluvia o sequía, son resbaladizos. The neighborhood is located in high slopes of clay soil and it has narrow trails as "sidewalks". These trails are slippery in rainy or dry seasons.
Las aguas negras se conducen con tejas a cielo abierto aprovechando la pendiente del barrio. El agua lluvia recolectada en lo más alto del barrio se conduce con mangueras de manera inequitativa e insuficiente lo que causa discusiones entre vecinos. The sewage is conducted with tiles. The rainwater collected in the highest part of the neighborhood is conducted with hoses in an inequitable and insufficient manner, which causes quarreling between neighbors.
Las llantas aparecen en todas partes y son reutilizadas de manera creativa para múltiples funciones. La fuente de ingresos es diversa y pasa por recolectores de material reciclable, cambiadores de bolívares, pimpineros, pequeños comerciantes, mineros y manufacturas familiares. Tires appear everywhere and are reused in a creative way for multiple functions. El talento de sus gentes se sobrepone a las limitaciones del barrio y es una vecindad pujante que en un años, por el empeño de sus vecinos, seguramente estará mucho mejor que en 2012.
